A skin is the design of a forum, how it looks, the colours, the design the buttons and what not. If you look at the bottom you'll see a drop down menu, click that to see an whole list of skins to choice from.

To view the skins and their prices, go back to http://www.vbstyles.com/ and look on the left bar for "vBulletin Skins" below is the list of skins currently avalible here at VBStyles, click to view the design, prices and other relevant information.
